NATIONAL CONSULTANT (CASE MANAGEMENT SYSTEM)

LOCATION: ABUJA WITH 3 (TWO-WEEK) MISSIONS TO BAYELSA STATE, NIGERIA

BACKGROUND

The overall objective of the project titled “NGA T97 Partnership in the Bayelsa Expenditure and Income Transparency Initiative (BEITI) and the Judicial Integrity Action Programme (JIA)” Enhance transparency accountability and Integrity in the management of public resources and public affairs in Bayelsa State.

One of the main components of the project will develop and pilot the implementation of a comprehensive framework to strengthen judicial integrity and capacity in Bayelsa State. Within this component, one of the activities is to develop and establish an inter agency case management system for Bayelsa state as well support the setting up of a functional Case management system for the state.

The consultant is expected to redesign the existing case management system in the registries in order to make them more efficient and result oriented. The goal being for the court to simplify and apply modern procedural practices which constantly gain importance as courts recognize the need to explore other means of solving the volume of cases before them (improving case flow management). Such mechanisms enhance access to justice, ensure timeliness of court processes and increase user’s satisfaction.

DUTIES AND RESPONSIBILITIES

KEY RESPONSIBILITIES:

Collect national and international good practices on case management and propose core activity objectives and expected training

Review the existing manual case management system in place in order to determine the causes of delays in disposing of cases and make recommendations

Deliver one training session to relevant staff of justice sector institutions and National Judicial Institute on the new system to be adopted.

Explore the possibility of establishing a computerised case management system and make recommendations.

Review the training curriculum and training tools in order to ensure maximum relevance of the training curriculum to the Nigerian context.

Deliver 3 –(two to three-days) training sessions on CASE MANAGEMENT SYSTEM techniques to judicial officers and other identified groups in Bayelsa state  (the dates will be determined in consultation with the National Judicial Institute, tentatively in the first and second quarter of 2012).

Facilitate the establishment of an effective Case Management mechanism in Bayelsa state.

Provide a final report at the end of the assignment.
