Job

Responsabilities:

Development, implementation and maintenance of the Company's HSE Management System.
Production of HSE Management System documents and data.
Administrative functions associated with HSE Management System documentation and data.
Develop HSE training and coaching programme to aid implementation and compliance of the HSE MS.
Lead the planning, initiation and where appropriate, the performance of internal audits.
Administer the production of data, such as statistical analysis, etc., required to demonstrate performance of the HSE Management System .e.g. Incident Reports, Quarterly Statistics etc.
Apply necessary controls for monitoring and ensuring corrective/preventive actions have been taken within agreed time scales and to verify their effectiveness.
Filing and maintenance of HSE Management Systems Records produced or held by the HSE Department.
Administer and maintain computer systems for the management of HSE Management System e.g. Action Tracking Database, STOP Database, HSE Training Database etc.

Monitoring of Internal/External Audits and relevant documentation.
Distribute HSE Management Systems documentation to Internal/External bodies.
Stand-in for HSE Coordinator – El Sharara or OPS HSE MS Advisor – Tripoli as required.


Additional Tasks and Responsibilities :
H.S.E: Core Activity - Demonstrate a strong commitment and leadership to AOO HSE Management Systems.
Coaching and Training of all personnel with key responsibilities in the HSE MS.

Emergency Response Role :
This position has a key role in developing the expertise of the CMT and ERT personnel and provides guidance and support to all parties during an emergency situation based on the requirements of the company Emergency Response Plan.
Financial :
Input to development of department annual budget and recommend resources and equipment to ensure compliance and continuous improvement of the HSE Management System.

Departmental Development :
Identify developmental opportunities for departmental personnel and assist them in undertaking any such opportunities.

Business Development :
Continually assess company performance against the requirements of international standards
Ensure continuous improvement of HSE Management Systems.

Systems :
Administer and maintain computer systems for the management of HSE Management System e.g. Action Tracking Database, STOP Database, HSE Training Database etc.
People :
Carry out HSE competence assessment in respect of departmental staff. Evaluate and develop HSE training programs aimed towards ensuring the safety of AOO field operations.

Quality :
Work in liaison with departmental managers and supervisors to ensure HSE policies, procedures and training requirements are fully exploited.
Ensure departmental compliance to all relevant HSE management systems and where applicable contractor HSE procedures.

Requirements

· University degree
· 10 years of experience in Oil & Gas (similar positions)
· Fluent in English
· Lead auditor ISO 14001 or OHSAS 18001
· Sound experience in developing and implementing HSE-MS documentation;
· Good document management and communication skills, flexible and self confident;
· Ability to work in a multi-cultural environment;
· Experience of working in Arabic speaking countries desirable
